        在中国信息化的进程中,农业信息化的发展成为一项至关重要的内容。要充分利用信息技术为农业服务,达到农业资源的合理利用和配置,农业资源的综合管理,农业生产效率不断提高。提高农村信息化的水平,建立完善农村信息系统,是推动农村经济发展和农民达小康的重要途径和条件。目前对大范围的农业信息管理系统的研究较为广泛,而针对于一个行政村的研究较少。本研究以一个行政村为研究对象,以资源的综合管理为核心,建立集农户、农业生产经营状况、土地资源为一体的综合管理信息系统,来管理农村的各种基础数据,便于农民能够实时了解本村各种资源基本情况,合理进行农业生产,提高农业生产效率。本研究实现了基于WEB和WEBGIS相结合的村资源信息管理系统,使村得到信息服务,以此来促进农村信息化的发展。本论文完成的主要工作有:1.阐述建立农村信息管理系统在农业信息化中的重要意义,分析我国农业及农村信息管理系统建设的现状。不断地加快农村信息化建设,加强农村信息服务体系。2.阐述了3S(GIS,RS,GPS)技术理论,系统实现平台的技术特点及应用,为农村信息管理系统的建立提供技术基础。3.研究了系统的数据库结构,完成对系统数据进行收集处理,对村的空间数据和属性数据分类整理编码,使村的各种数据规范化。将空间数据和属性数据相互衔接,实现数据统一管理,为系统的建立提供重要的基础。4.通过对系统设计的原则和需求分析,采用ASP.NET平台进行开发,实现基于WEBGIS的资源管理地理系统和基于WEB社会经济情况管理信息系统两大功能模块。系统的设计和实现直观地展示了资源的空间分布和属性特征,实现GIS基本操作功能,农户基本信息和生产经营状况可视化的动态查询功能。农户简单的点击可以实时的了解相关信息。系统的建立为农业资源的管理和农业生产决策提供快速、直观和有效的手段,对农业资源信息的共享和开发利用具有重要的促进作用。
    In the process of information technology, the development of agricultural information is a vital element. We will provide comprehensive information technology services in agriculture by making full use of information technology, in order to make rational use of agricultural resources, achieve the comprehensive management of agriculture resources, enhance the productive efficiency of agricultural production. Raising the level of rural informationization, the establishment and improvement of village management information system are important pathways to improve rural economic development, to reach the "better-well of level" for the farmers’livelihood. Currently, it has been studied extensively on a wide range of agricultural information management system, but it was weak on a village study.This research presents a thorough study of a village on the comprehensive management of agricultural resources. With the purpose to establish integrated management information, attribute farmers, agricultural production conditions and land resources. Using this system, farmers can real-time understand the basic situation of the village resources, engage in farm production reasonably, raise agricultural production efficiency. In this research, we designed and implemented a village resources information management system based on WEB and WEBGIS,provided information services to farmers, so as to accelerate the development of rural informationization.In detail, this thesis mainly includes the following content.1.This study describes the importance of establishing village information management system in the agricultural informationization, and analyzes the present state in information construction in agriculture and rural areas in China.2.This paper studies 3S (GIS,RS,GPS) technical theory, the technology features and application prospects of technical platform, and provides essential technical base for the implementation of village information management system.3.The database structure of the system was presented, and the classification and coding of the data was achieved to standardize the village data and information from various sources. In order to realize unified data management, spatial data and attribute data were connected in the system.4. Through the analysis of requirement and the design principles, it was developed under the ASP.NET, realized the two modules of resources management information system based on WEBGIS and socio-economic situation management system based on WEB.The system visually displays the spatial distribution of resources and property characteristics, achieves GIS fundamental functions and the dynamic search function of farmer basic information and the production state, farmers access to real-time information through a simple click. The research results of this thesis provides fast, intuitive, effective mean for the management of agricultural information and agricultural production macro decision, and has a promotive effect on agricultural information resources sharing and utilization.
