        土地资源是难以再生的自然资源,是人类生存与发展的基本条件。北京土地总面积为16410.54平方公里,在经济高速发展的今天,北京作为国家的首都和政治、经济、文化中心,其土地能否得到充分合理的利用是关系到首都经济发展和社会稳定重要的因素。集体土地征收是我国现行经济管理体制下,为了社会发展和经济建设需要,将集体农用土地强制转变为国有土地,并对失地农民进行适当经济补偿和安置的行为。农村集体土地征收被设立为北京市政府重要的行政许可审批事项,由于缺乏有效的管理手段、管理水平低下,使得失地农民利益得不到保障、官员腐败、开发商暴利、乡长村长欺上瞒下中饱私囊的事情时有发生,导致社会矛盾凸显、政府形象受到严重影响。信息技术的发展为建立农村集体土地征收信息系统创造了条件,构建北京市农村集体土地征收信息系统,是根据北京市的特点,利用先进的GIS(地理信息系统)、工作流等技术,结合北京市土地二次调查等成果丰富各类数据层,实现数据间的有效关联及高度信息共享,有效组织管理各类土地信息,使之可以方便的获取、存贮、管理、显示,进而实现征地流程科学化、规范化、透明化。北京市农村集体土地征收信息系统的建立将有效解决征地程序和标准不统一、过程不透明和缺少监督、工作效率低下等问题,具有重要的意义。本文的创新点可以总结为:(1)针对北京农村集体土地征收管理的特点,构建集中解决征地程序和标准不统一、过程不透明和缺少监督、工作效率低等诸多问题的信息系统。(2)实现基于6IS建立农村集体土地征收信息系统,并完成了系统各个阶段的设计,在土地征收业务中实现图文结合,最终形成具有实际应用价值的应用程序。(3)通过北京市农村集体土地征收信息系统的开发过程,扩展了工作流技术的应用,在设计过程中初步提出了土地流转业务流的过程模型、组织模型和功能模型。本文分为六个部分:第一部分主要介绍选题缘由、国内外研究现状、研究的相关说明、研究的主要内容、研究方法和创新点以及论文的组织;第二部分介绍了构建北京市农村集体土地征收信息系统的几项关键信息技术;第三部分主要阐述了北京市农村集体土地征收信息系统的主要设计思路与构想;第四部分主要描述如何构建北京市农村集体土地征收信息系统的数据库;第五部分详细介绍了北京市农村集体土地征收信息系统的关键功能设计;第六部分为结合真实案例说明北京市农村集体土地征收信息系统应用情况。
    Land resources is renewable natural resources, human survival and development of the basic conditions. The land area of Beijing is 16410.54 square kilometers. With the high speed of the economic, Beijing, which is the capital and the political, economic and cultural center of the country, whose land gets sufficient and reasonable utilization is important for the economic development and social stability.Collective land acquisition is a resettlement action which is under China’s current economic management system and in order to satisfy the need of the social economic development and turn the collective agricultural land into state-owned land and supply the landless peasants appropriate economic compensation. The establishment of rural collective land acquisition is important for the Beijing Municipal Government issues administrative approval, and because of its the lack of effective management tools, and poor management, lack of protection makes the interests of landless peasants, official corruption, profiteering developers, townships and the village bully hiding things under the pocketed have occurred, leading to social conflicts prominent image of the government severely affected.The development of information technology has created environment for building rural collective land acquisition information system of Beijing. The construction of Beijing’s Municipal Information System and rural collective land acquisition is based on Beijing’s management features of being the capital, and municipal, provincial and municipal levels. And it makes good use of advanced GIS, workflow technologies, which is combined with other second survey in Beijing fruitful land types of data layer and it achieves effective link between the data and the high degree of information sharing, effective organization and management of various land information, and you can easily access, store, manage, display, and so the land acquisition process becomes scientific, standardized and transparent. Beijing Rural Collective Land Information System will effectively solve the land acquisition procedures and standards are not uniform, the process opaque and lack of supervision, work efficiency is low and so issues of great significance.Innovation of this paper can be summarized as:(1) For the Beijing collection and management of rural collective land features, build and focus on land acquisition procedures and standards are not unified, transparent and lack of supervision of the process, many problems and low working efficiency of information systems. (2) To achieve the establishment of GIS based information system of rural collective land acquisition, and completed all phases of system design, land acquisition operations realization of graphic combined, and finally develop practical applications of the application.(3) Through the Beijing rural collective land acquisition information system development process, expanding the application of workflow technology in the preliminary design process flow proposed land transfer business process model, organizational model and functional model.This article is divided into six parts:the first part of the reason topics are introduced, status, study instructions, the main research and innovation, and organizational papers; second part describes the construction of rural collective land acquisition information in Beijing several key information technology systems; third part expounds the rural collective land acquisition of Beijing’s major information systems design ideas and concepts; The fourth part describes how to build Beijing rural collective land acquisition information system database; fifth part introduces the rural collective land acquisition of Beijing’s key functions of information system design; the sixth part of the explanation for the combination of real case of rural collective land in Beijing collection information system applications.
