        节能环保是促进我国落实科学发展观、建设节能型社会的必然选择,而我国建筑高能耗、高污染的现状与特点,使得绿色建筑的大力推广成为了节能环保和建筑业可持续发展的重点工程。但由于人们缺乏对绿色建筑从全寿命周期成本角度进行认识的正确理念;开发商的价值意识淡薄,价值创新功能不足;企业缺乏一套科学合理、行之有效的投资决策体系,使得我国绿色建筑的开发与建设举步维艰。价值工程作为一项技术与经济相结合的方法,具有从客户需求出发研究项目全寿命周期的特点,充分迎合了绿色建筑兼顾经济效益、社会效益和环境效益的目标追求,在项目前期决策阶段尤其是设计阶段发挥很大的效能,为企业方案优选、正确决策、节约成本,促进绿色技术进步创造了有利条件。本文试用价值工程原理,结合模糊数学工具,提出了一种能够反映事物客观事实、简单可行的定量决策方法。论文首先分析了我国绿色建筑投资决策研究的发展现状及常用方法,指出了传统决策方法只考虑直接经济收益,而对提高建筑功能和全寿命经济效益考虑不足这一缺陷,建立了基于价值工程的绿色建筑投资决策模型,采用模糊识别和模糊综合评判方法计算出目标成本和功能系数,进而得出各个方案的价值系数。与传统的单纯评价经济效果的决策方法相比,基于价值工程的决策方法能够更加全面、客观地评价绿色建筑的设计实施方案。论文最后结合某绿色住宅小区实例,对本文提出的决策方法进行了验证。
    Energy conservation and environmental protection are the inevitable choice that promotes our country to carry out the scientific development concept and build the low-carbon society. But the present situation and the characteristic of the high energy consumption and the high pollution in our constructs, make the promotion of the development of green building become the priority project of energy conservation and sustainable development. However, due to the lack of the correct understanding from the perspective of the whole life cycle cost for green building, poor awareness of the developers, the insufficiency of value innovation; and the lack of a reasonable and effective investment decision-making system in enterprises, the development and construction of green building get difficult.Value engineering as a method of combining economy with technology have the characteristics that research total life cycle of project from the customer demand, and have fully catered to the goal that green building take economic, social and environmental benefits into account and play a very big potency, in the project preliminary decision-making stage particularly in the design stages, and create the advantage particularly for the enterprise plan optimization, the correct decision-making, reducing costs, the promotion for green technology advancement. This article uses the value engineering principle, combined with fuzzy mathematics tool, to propose a simple, feasible, quota and reflected the fact decision method.At first, this paper analyzes the methods and development status of the investment decisions of green building research, pointes out that the tradition decision method only considers the direct economic gain, lack of consideration of enhancing the construction function and the whole life cycle economic efficiency. Then, it establishes investment decision model based on the value engineering of green buildings, uses the fuzzy recognition and the fuzzy synthesis judgment method to compute target cost and the function coefficient, and obtains the value coefficient of each plan.Compared with the traditional method, the decision method based on value engineering could be more comprehensive for appraising the green construction’s design implementation plan objectively. Finally the paper carries out verification on the decision making by a green residential district example.
