中美合作教育运行机制的比较研究

        随着经济和社会的发展,合作教育作为一种应用型人才培养模式,已经为社会输送了大量具有丰富生产经验的实践型高素质人才。良好的合作教育运行机制能够保障合作教育的顺利运行,提高合作教育的效率,促使合作教育的功能最大化。美国是世界上最早提出合作教育的国家,在合作教育方面取得了丰硕的成果,并形成了一整套完备的合作教育运行机制。因此,论文以美国合作教育为切入点,在对中美合作教育构成要素、运行目标、运行环境、运行动力、运行调节、运行保障等机制进行比较研究的基础上,结合我国当前社会和经济发展现状,遵循一定的原则,对我国合作教育运行机制提出了“六个优化,一个构建”的建议和策略。“六个优化”具体是指:其一,从转变和更新合作理念的角度,对政府、企业、高校、学生等构成要素进行优化;其二,从目标分解的角度,对合作教育运行机制的总体目标以及合作教育的目标进行优化;其三,从制定政策引导、加大宣传力度、搭建多方参与平台等角度对合作教育运行环境进行优化;其四,从利益驱动以及动力模型构建的角度,对合作教育的运行动力进行优化;其五,从完善合作教育评估体系的角度,对合作教育的运行调节进行优化;其六,从倡导政府、企业及高校提供保障条件的角度对合作教育运行保障进行优化。“一个构建”是指以网络时代为背景,构建合作教育的信息网络综合系统。同时,为实现合作教育运行机制的良性运行,论文从宏观和微观层面提出了各方应采取的保障措施。
    With the development of economy and society, Cooperative Education, as a kind of applied talent cultivation mode, has transported a large number of talents which have rich experience in the production practice for society. Good operation mechanism of Cooperative Education can help Cooperative Education guarantee the smooth running of it, improve the efficiency of it and promote the maximum efficiency of the role of it. America is the first country which proposed Cooperative Education in the world and has achieved fruitful results in Cooperative Education.In the meantime,it has formed a set of mechanism.Therefore, the paper takes the American Cooperative Education as the starting point, based on the comparison study of operation mechanism of Cooperative Education of China and America which contains elements, operating target, operating environment, operating power, operating regulation and operating security and puts forward the advice and strategies of “Six Optimization, One Construction” for China’s operation mechanism of Cooperative Education,which combines with the current economic and social development of China and follows certain principles.“Six Optimization” mainly refers to the following aspects.First, from the perspective of changing and renewing the conception of cooperation, it should optimize all the elements of Cooperative Education,such as the government, enterprises and college students.Second, from the perspective of the target decomposition, it should optimize the overall target of the Cooperative Education and the operation mechanism of Cooperative Education. Third, from the perspective of policy guidance, intensity of propaganda, building of multi participation platform, it should optimize the operating environment of Cooperative Education. Fourth,from the perspective of interest driven and dynamic model, it should optimize the power of operation of Cooperative Education. Fifth, from the perspective of improvement of the Cooperative Education evaluation system, it should also optimize the adjustment of the operation of Cooperative Education. Sixth, from the perspective of providing security conditions for government, enterprises and colleges,it should optimize the operation of security of Cooperative Education. “One Construction” refers to the construction of information network system of Cooperative Education, which is based on the information network. Meanwhile, to realize the operation mechanism of Cooperative Education, this paper puts forward the security measures of the parties from the macro and micro levels.
