高校后勤学习型基层党组织建设研究

        21世纪人类已进入以互联网为标志的信息时代,急剧变化已成为当代的最突出的特征。社会环境的变化,要求个体和组织要具有更强的适应能力和创新能力。学习型组织理论是诞生于上世纪90年代,在当代日趋盛行,且影响深远的,跨边界的,具有广泛指导意义的社会发展理论。学习型组织理论一经问世,就产生巨大影响并得到广泛的传播。世界学术界及企业组织纷纷投入到对其理论的深入研究与实践探索之中。美国排名前25位的企业中,80%已经在运用学习型组织理论管理企业,且管理效果十分可观。高校后勤基层党组织是学校后勤工作战斗力的基础。为进一步有效应对全球化、市场化、信息化及高校后勤社会化改革等因素对高校后勤建设的挑战,本文以学习型组织理论、系统管理理论、组织管理理论及人本管理理论等相关理论知识为指导,学习借鉴当今成功的学习型组织建设经验,结合高校后勤党组织工作实际,对高校后勤构建学习型党组织进行积极的创新性的探索:构建了“五位一体”的高校后勤学习型基层党组织运行体系,并对学习子系统、组织子系统、领导子系统、知识子系统及效果评估子系统进行了详细的分析,同时为方便高校后勤动态掌握构建工作效果,本文又以五个子系统为评估对象,构建了配套的高校后勤学习型基层党组织建设评估指标体系,以从数量关系上进一步明确各项构建工作的之间的关系,进而帮助高校后勤党组织对构建工作有一总体上更清晰的把握。同时为保持学习型党组织正常运行,本文还着重强调了高校后勤构建学习型党组织应着力完善的几项关键工作,以期为高校后勤基层党组织建设在理论研究与实践探索方面提供有益的参考。
    In the 21st century, mankind has entered into the era of knowledge-based economy and Internet-based information, marked with drastic changes. As natural and social environment develops, more requirements have been placed on both individuals and organizations to be adaptive and creative. The theory of study-oriented organization was born in the 1990s, and is now becoming more and more popular and influential worldwide. The theory is considered to be of profound significance in guiding social development. As soon as it came into being, the theory of study-oriented organization radiated great impacts on the society and became widespread. Academic groups and business organizations around the world devoted to study the theory and put it into practice. Among the top 25 enterprises in the US, 80% of them are practicing the theory, and have made great achievements.The grass-roots party organization of logistics of higher-learning institutions is the basis of all work, especially efficiency. In order to be well-prepared for the challenges brought about by globalization, marketization, informationization and socialization of logistics of higher-learning institutions, the thesis tries to explore new creative ideas of building study-oriented organization for logistics of higher-learning institutions. The thesis is guided by many theories like the study-oriented organization theory, the systematic management theory, the organizational management theory and the personnel management theory, and is based on successful experiences of some enterprises who have adopted the theory and my personal working experiences in the grass-roots party organization in the logistics department of my university. The thesis also deals with the Five-in-One operational system of study-oriented grass-roots party organization of logistics of higher-learning institutions and analyzes the study subsystem, the organization subsystem, the leadership subsystem, the knowledge subsystem and the evaluation subsystem in a detailed way. Meanwhile, in order to facilitate the higher-learning institutions in tracking the working performances, the thesis targets the five subsystems and talks about building an index-based assessment system and coordinating the relations between different sectors by studying the numbers and data, which is supposed to help the party organization of higher-learning institutions get a clearer grasp of constructive work on the whole. What’s more, in order to make the study-oriented party organization go well, the thesis emphasizes several key targets that the higher-learning institutions must achieve for the benefit of building study-oriented organizations, which hopefully would provide useful references for the grass-roots party organization of logistics of higher-learning institutions in later theoretical study and practical exploration.
